S2TestCaseでなく、TeedaTestCaseを使用してください。
ただActionのUTなのに、Interceptorが動いてしまっているのも変なので、
customizer.diconをUT用のもの（customizer_utmock.diconなど）を作り、
env.txtをutにあわせてテストを行うと良いと思います。
