脇坂です。

動きました。
digesterが原因でした。
一応、OASの10.1.3.2でHangmanが遊べた実績を報告までに。

commons-digester   v1.8 ( hangmanのlibはv1.6 )
commons-beanutil    v1.7 (MF上は1.6, 165kバイト)

strutsは1.2.7,1.2.9で確認しました。
